I think it’s an L-bracket (like the one on the gate of my deck) where the wood has splintered away on the other side, and that’s a bicycle chain it’s sitting on.

But maybe that’s just me…
sounds like you have been doing some fixing of your fence, your kids bike, and throwing a ball to your dog?
